The Conference of Radiation Control Program Directors, Inc. (CRCPD) was formed in l968. The major purpose for its establishment was to serve as a common forum for state radiation control programs in the United States to communicate with each other. A secondary purpose was to serve as a forum for the state radiation control programs to communicate in a uniform manner with the many federal agencies having radiation protection responsibilities.
The Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) is responsible for disposing of the nation's commercial radioactive spent fuel. The spent fuel must be transported to the proposed site at Yucca Mountain, Nevada. Many of these shipments will pass through Utah. The first shipments are scheduled to begin in 2010.
Transuranic wastes from various DOE sites will also be transported through Utah to the Waste Isolation Pilot Plant in Southeast New Mexico. Shipments began in April 1999. Utah, The Western Governors' Association and DOE are working together to ensure these are safe and uneventful shipments.
The Nuclear Regulatory Commision (NRC) regulates the following types of radioactive materials that the State of Utah does not:
1. Federal Government owned material
2. Research Reactors
3. 11(e)2 type material
The State of Utah has an Agreement with the NRC to regulate radioactive materials and low-level radioactive waste and works cooperatively with the NRC Office of Federal and State Materials and Environmental Management Programs
The The LLW Forum. In 1980, Congress passed the Low-Level Radioactive Waste Policy Act. This law encourages states to join in interstate agreements, or compacts, to provide for disposal of commercial low-level radioactive waste. The law, and the 1985 act amending it, were endorsed by the Governors of the 50 states. Until 1985, representatives of the Governors worked to implement the federal law through a committee of the National Governors' Association. After passage of the Low-Level Radioactive Waste Policy Amendments Act of 1985, representatives of compacts and states established an independent organization to support the objectives of the federal law and compacts - the Low-Level Radioactive Waste Forum.
